From 3 November every passenger on a private flight into the US needs a signed Ebola attestation

A CDC order covers business and private aircraft as well as airlines: from 11:59 p.m. EST on 3 November, nobody boards a flight to the US without confirming they haven't been in the DR Congo in the past 21 days. Also this week: Garmin's aviation sales rose 5% and Leviate Air Group added two Challenger 300s.

International charters into the United States pick up a new piece of paperwork next week. The US Centers for Disease Control and Prevention (CDC) has ordered that no passenger may board a flight from a foreign country to the US unless they have signed a statement saying they have not been in the Democratic Republic of the Congo (DRC) in the 21 days before departure. The rule is aimed at keeping Ebola out of the country, and it is not limited to airlines.

What the order requires

The order was signed on 22 October, published in the Federal Register on 27 October, and applies to flights leaving a foreign country at or after 11:59 p.m. EST on 3 November 2026. It currently runs until 11:59 p.m. EST on 18 December 2026, unless it is extended or withdrawn earlier.

  • It covers every operator. NBAA stresses that the rule applies to commercial, general aviation and business aircraft alike, and to flights from every country, not just those near the outbreak.
  • Crew count too. An amended order on 28 October made clear that operating crew and crew positioning on board (deadheading) must also attest.
  • Paper or digital is fine. The CDC has published a template. The operator has to check each attestation before boarding, refuse anyone without one (unless they hold a US government exemption), and keep a copy for at least 42 days after arrival.
  • A stop in the DRC counts. Being present includes transiting a DRC airport, even without leaving the aircraft. Day 0 is the day the traveller leaves the DRC, and they can board a flight to the US from day 22.
  • Earlier Ebola measures still apply. US citizens who have been in Uganda or South Sudan, but not the DRC, within 21 days still have to enter through designated airports for screening, and non-US citizens who have been in those countries cannot enter.

Also this week

Garmin's aviation business keeps growing. Garmin reported record third-quarter revenue of $1.99 billion, up 12%, on 28 October. Aviation sales rose 5% to about $253 million, driven mainly by equipment sold to aircraft manufacturers, with a 26% operating margin. The company said more than 2,500 aircraft now carry its emergency Autoland system, recently certified on the Pilatus PC-12 Pro and Epic E1000, and it has delivered its 1,000th G1000 cockpit retrofit for the King Air.

Leviate Air Group adds Challenger 300s. The Dallas-based charter operator, broker and manager has added two Challenger 300s to its managed fleet, one at John Wayne Airport in Santa Ana and one at Dallas Love Field. It has also launched an advisory unit for corporate flight departments and is preparing to fly a privately owned VIP Boeing 767 for its owner under Part 125, the US rule for large aircraft that are not used for scheduled airline service.

What it means for brokers and operators

  • Build the attestation into your trip checklist now. Any international leg ending in the US after 3 November needs a signed form from every passenger and crew member before the door closes. Add it to your passenger manifest request and keep the copies for at least 42 days.
  • Check routings and travel history, not just the departure airport. A passenger who was in the DRC in the last three weeks, or a routing with a fuel stop there, cannot fly to the US, so ask about recent travel when you quote trips from Africa and the Middle East.
  • Brief clients early. Principals arriving from Europe or the Caribbean are covered too and may not expect an Ebola form, so warn them in your booking confirmation to avoid delays at the aircraft.
  • More super-midsize lift on both US coasts. Leviate's two new Challenger 300s add charter capacity in Southern California and Texas, two of the busiest markets for the category.
